TASK FORCE SMALL GROUP WORKSHOPS

In July 2022, the North DuSable Lake Shore Drive project team held a series of Task Force (TF) Small Group Workshops. Three sessions were held in-person and one session was held virtually through the online webinar platform, Zoom. Task Force members were invited to attend one of these sessions.

No new Level 3 Screening results were presented in these meetings. Instead, these meetings were utilized to further discuss topics that came up during Task Force meeting #13 and ask for Task Force member input on remaining Level 3 screening analyses, such as equity and climate change. The majority of the meeting was spent answering specific questions from Task Force members and reviewing exhibits and renderings of the remaining alternatives.

TASK FORCE MEETING #13

On March 24, 2022, the North DuSable Lake Shore Drive project team held Task Force (TF) Meeting #13 virtually through the online webinar platform, Zoom. Task Force members were invited to attend one of two identical two-hour sessions. The first session was held from 9 a.m. to 11:00 a.m.; the second session was held from 1 p.m. to 3 p.m. Representatives from the Corridor Planning Committee and all Task Force Groups were in attendance.

The meeting began with an introduction to new project team members, Gehl, who are bringing a people-centered approach to lakefront access and design. With support from Gehl, the project team will be conducting an online public survey and a Public Life Study in spring/summer 2022 to better understand how people use the lakefront today and how they would like to use it in the future. This data will be used to further inform the design process.

The meeting then focused on a review of the results from Level 3 Screening so far. A recap of the criteria presented at Task Force Meeting #12 and Level 3 Screening Study Spotlights was provided. The meeting focused on key Level 3 Screening Criteria results for the Performance and Environmental Criteria categories. These included Transit Mobility, Vehicular Mobility, Transit Reliability, Future Flexibility, Transportation Footprint, and Green Space.

This Task Force meeting also included an opportunity for active participation with attendees encouraged to submit questions using the Zoom chat function or verbally. There were three designated question-and-answer periods during the presentation during which to the project team directly responded to Task Force members’ questions. At the end of the meeting, an alternatives comparison summary table was presented and Task Force members participated in an interactive activity using Mentimeter to provide input on the Level 3 Screening Criteria and remaining alternatives.

Task Force meetings #12

On March 18, 2021, the North DuSable Lake Shore Drive project team held Task Force (TF) Meeting #12 virtually through the online webinar platform, Zoom. This format was used to respect current public health and safety guidance related to the COVID-19 pandemic. Task Force members were invited to attend one of two identical one and a half hour sessions. The first session was held from 9 a.m. to 10:30 a.m.; the second session was held from 1 p.m. to 2:30 p.m. Representatives from the Corridor Planning Committee and all Task Force Groups were in attendance. Participants included several new Task Force members that applied during the Fall 2020 Public Input Opportunity.

The meeting began with a recap of the Level 2 Screening process recommendations and highlighted the five Alternatives identified to be Carried Forward:

  • The Essential (formerly known as Context Tailored Treatment Plus Transit Advantage (CTT+TA))
  • The Addition (formerly known as Dedicated Transitway-Left (DTW-L))
  • The Exchange (formerly known as 3+1 Bus Only Lane (3+1 BOL))
  • The Flex (formerly known as the 3+1 Managed Lane (3+1 ML))
  • The Double Flex (formerly known as the 2+2 Managed Lane (2+2 ML))

The project team proceeded to review the Public Input Opportunity, including the meeting format, the input received through various engagement tools, and the key themes heard including the Lakefront Trail, parks and park access, transit, and tolling. The project team also discussed the anticipated community outreach activities scheduled to take place in 2021, including Northern Terminus Traffic Study (NTTS) Community Meetings and a Lakeview Community Meeting.

The project team then discussed the upcoming Level 3 Screening process that will evaluate and analyze the five remaining alternatives relative to each other using criteria in four categories: performance, social, economic, and environmental. The Preferred Alternative will be selected based upon the results of the Level 3 analysis, consideration of public input, and compliance with federal reviews. The meeting concluded with the project team providing the anticipated Level 3 Screening schedule and the study’s overall next steps.

This Task Force meeting also included an opportunity for active participation with attendees encouraged to submit questions using the Zoom chat function or verbally. There were five designated question-and-answer periods during the presentation during which to the project team directly responded to Task Force members’ questions.

Task Force meetings #11

On June 11, 2020, the North DuSable Lake Shore Drive project team held Task Force (TF) Meeting #11 virtually through the online webinar platform, Zoom. This format was chosen based on existing public health and safety guidance. Task Force members were invited to attend one of two identical two and a half hour sessions. The first session was held in the morning from 9 a.m. to 11:30 a.m.; the second one was held from 1 p.m. to 3:30 p.m. Representatives from the Corridor Planning Committee and all Task Force Groups were in attendance.

The North DuSable Lake Shore Drive project team provided a brief recap of Task Force Meeting #10 prior to addressing the main comment and question themes that were heard at Task Force Meeting #10. The key themes included:

  • Baseline improvements common to all alternatives
  • Refinements to 4+1 Contraflow Bus Only Lane Alternative (4+1 CBOL)
  • NDLSD and climate change
  • Managed Lanes management strategies
  • Transit mode share
  • Managed Lanes alternatives evaluation criteria and results

After the updated Managed Lanes alternatives evaluation criteria and results were reviewed, the project team presented the updated ratio scoring results. Based on these results, it was recommended that the 3+1 Managed Lane (3+1 ML) alternative be carried forward to Level 3 Screening. The 3+1 ML alternative would be carried forward, along with the Context Tailored Treatments Plus Transit Advantages (CTT+TA) alternative and the Dedicated Transitway-Left (DTW-L) alternative reviewed at previous Task Force meetings. The project team also provided a preview of Public Meeting #4 and the Level 3 Screening preliminary evaluation criteria. The meeting presentation concluded with the study’s next steps.

While this Task Force meeting did not include a workshop, the design team provided an opportunity for active participation with attendees, encouraging them to submit questions using the Zoom Question and Answer function. There were two designated question-and-answer periods during the presentation which provided time for panelists to respond to Task Force members’ questions submitted via Zoom. The project team will provide a comprehensive response guide to all questions that were submitted during the meeting. This will be posted below when available. In addition to the meeting materials, updated exhibits of the three alternatives recommended to be carried forward to Level 3 Screening have been provided below.

Task Force meetings #10

On March 9, 2020, the North DuSable Lake Shore Drive project team held Task Force (TF) Meeting #10 at the Chicago Metropolitan Agency for Planning (CMAP). Task Force members were invited to attend one of two identical three-hour sessions. One session was held in the morning, from 9 a.m. to 12:00 p.m., and one in the afternoon, from 1:30 p.m. to 4:30 p.m. Representatives were in attendance from the Corridor Planning Committee and all Task Force Groups.

The North DuSable Lake Shore Drive project team provided a recap of Task Force Meeting #9 and the public involvement activities that took place in 2019. The Context Tailored Treatments (CTT) and Transitway (TW) Level 2 Screening results were also reviewed. At Task Force Meeting #8, CTT Top Performing Alternative with Transit Advantages (CTT+TA) was recommended to be carried forward for Level 3 Screening while at Task Force Meeting #9, Dedicated Transitway-Left (DTW-L) was recommended to be carried forward for Level 3 Screening.

The project team then reviewed the Managed Lane (ML) alternatives. This included an overview of the ML alternatives as discussed at Task Force #7 and a presentation of the ML Level 2 Screening evaluation and results. The ML alternative(s) to be carried forward to Level 3 Screening will be the focus of Task Force Meeting #11. At least one ML alternative will be included in the Alternatives to be Carried Forward (ATBCF). Task Force members were reminded that transit components are present in the CTT, Transitways and Managed Lanes alternatives.

Following the review, Task Force members were divided into six groups for a workshop focusing on the ML alternatives. All groups discussed ML alternatives throughout the full corridor, with a focus on ML access and roadway configuration. Task Force members were encouraged to provide feedback on the alternatives’ design, impacts, and screening results. At the end of the workshop, the North DuSable Lake Shore Drive project team facilitated a discussion regarding the comments heard in the breakout groups.

After the meeting, Task Force members were invited to view exhibits which highlighted refinements to the CTT+TA and DTW-L alternatives and ask questions of the Project Study Group (IDOT, CDOT, CPD, and CTA) and the project team. It is anticipated that Task Force Meeting #11 will be held in spring 2020.

TASK FORCE WINTER 2018 UPDATE

As the project team continues to make progress on the Level 2 Screening analysis, an email update was provided to Task Force members in December 2018. The update included a review of the Top Performing Context Tailored Treatment (CTT) Alternative, which was discussed in Task Force Meeting #8 and refined in Task Force Meeting #9. The Top Performing CTT Alternative is one of multiple alternatives the project team recommends to be carried forward into the next stage of analysis in 2019.

The Top Performing CTT Alternative is a blend of the three CTT Alternatives —Alternative 1: Corridor Modernization Concept, Alternative 2: Compressed Roadway Concept and Alternative 3: Frontage Drive Concept. The alternatives were reviewed on a junction-by-junction basis and the appropriate alternative(s) were selected for each location. Included below are brochures focusing on the designs for the Top Performing CTT Alternative at each junction. These are preliminary designs and will be refined as the analysis progresses.

Task Force meetings #9

On July 10th, 2018, the North DuSable Lake Shore Drive project team held Task Force (TF) Meeting #9 at Truman College in Uptown. Task Force members were invited to attend one of two identical three-hour sessions. One session was held in the morning and one in the afternoon (starting at 9 a.m. and 1:30 p.m., respectively) to accommodate participant availability. Representatives were in attendance from the Corridor Planning Committee and all Task Force Groups.

The North DuSable Lake Shore Drive project team provided a recap of Task Force Meeting #8 and an update on the Level 2 Screening process before reviewing refinements to the Context Tailored Treatments (CTT) Top Performing Alternative with Transit Advantages. The majority of the enhancements were made in response to Task Force feedback.

The project team then reviewed the Transitways alternatives. This included an overview of the alternatives as discussed at Task Force Meeting #7, an introduction to the Level 2 Screening results, and a recommendation of alternatives to be carried forward, which includes the Dedicated Transitway Left and the CTT Top Performing Alternative which includes Transit Advantages. Task Force members were reminded that transit components are present in the CTT, Transitways and Managed Lanes alternatives. Managed Lanes will be the focus of Task Force Meeting #10. At least one Managed Lane alternative is expected to be included in the alternatives to be carried forward.

Task Force meetings #8

The North DuSable Lake Shore Drive project team held Task Force (TF) Meeting #8 on March 12th, 2018 at the Chicago Metropolitan Agency for Planning (CMAP). Task Force members were invited to attend one of two identical three-hour sessions. One session was held in the morning and one in the afternoon (starting at 9 a.m. and 1:30 p.m.) to accommodate participant availability. The Corridor Planning Committee was in attendance, as well as the following Task Force Groups: Transportation, Park Users & Environment, Business & Institutions, South Residential, Central Residential, and North Residential.

The North DuSable Lake Shore Drive project team provided a recap of Task Force Meeting #7 before conducting a workshop to obtain input regarding potential modifications to the Lakefront Trail. These improvements are intended to provide separate pedestrian and bicycle trails, reduce conflict points, and increase east-west access between Lincoln Park and Lake Michigan shoreline. The Task Force members were divided into six groups. Half of the groups had a facilitated discussion regarding the southern portion of the corridor, Grand Avenue to Diversey Parkway, while the other half of the groups focused on Diversey Parkway to Hollywood Avenue. The Task Force members rotated seats during the workshop so they could review and provide their input on the full corridor. The Task Force members were encouraged to provide feedback on trail design elements, NDLSD crossing locations, and request additional information as needed. At the end of the workshop, the North DuSable Lake Shore Drive project team facilitated a discussion regarding the comments heard in the breakout groups.

During the remainder of the meeting, the Task Force members were presented with an update on Context Tailored Treatments (CTT) Alternatives. The project team reviewed each junction and the current top performing alternative(s) for input. This is the first of two Task Force meetings which will reduce the total number of alternatives to be considered through the Level 2 - Part A Screening process.

Before and after the meeting, Task Force members were invited to view exhibits and ask questions of the Project Study Group (IDOT, CDOT, CPD, and CTA) and the project team. It is anticipated that Task Force Meeting #9 will be held in late spring/early summer 2018.

Similar to previous meetings, one session was held in the morning and one in the afternoon (starting at 9 a.m. and 1:30 p.m.) to accommodate participant availability. The Corridor Planning Committee was in attendance, as well as the following Task Force Groups: Transportation, Park Users & Environment, Business & Institutions, South Residential, Central Residential, and North Residential.

The North DuSable Lake Shore Drive project team provided a recap of Task Force Meeting #6 and Public Meeting #3. The project team then conducted a workshop focused on the Transitways and Managed Lanes Alternatives. The Task Force members were divided into six groups. Half of the groups were led through a review of the Managed Lanes alternatives while the other half focused on Transitways. The Task Force members then rotated in order to review and provide comments on both categories of alternatives. The Task Force members were encouraged to provide input on issues/concerns with design elements, preferences for design elements, and locations where additional information may be needed.

At the end of the workshop, the North DuSable Lake Shore Drive project team facilitated a discussion regarding the comments heard in the breakout groups. Following this, Task Force members were presented with an overview of the Level 2 Screening process and criteria, as well as an update on bicycle and pedestrian concepts. Task Force meetings #6

The North DuSable Lake Shore Drive Project Task Force (TF) members were invited to attend one of two identical three-hour sessions on May 18th, 2017 at the Chicago Metropolitan Agency for Planning (CMAP). The meetings were held in the morning and afternoon (starting at 9 a.m. and 1:30 p.m.) to accommodate participant availability. The Corridor Planning Committee was in attendance, as well as the following Task Force Groups: Transportation, Park Users & Environment, Business & Institutions, South Residential, Central Residential, and North Residential.

The North DuSable Lake Shore Drive project team provided a recap of Task Force Meeting #5 before conducting a workshop focused on one category of alternatives, Context Tailored Treatments. The Task Force members were divided into three breakout groups and led through either the south (Grand Avenue to Diversey Avenue), central (Diversey Avenue to Montrose Avenue), or north (Montrose Avenue to Hollywood Avenue) sections of the study area and the associated Context Tailored Treatment alternatives. The Task Force members then rotated in order to review and provide comments on all of the sections. The Task Force members were encouraged to provide input on issues/concerns with design elements, preferences for design elements, and locations where additional information may be needed.

At the end of the workshop, the North DuSable Lake Shore Drive project team facilitated a discussion regarding the comments heard in the breakout groups. Task Force meetings #5

The North DuSable Lake Shore Drive Project Task Force (TF) members were invited to attend one of two identical 2.5 hour sessions on December 1st, 2016 at the Peggy Notebaert Nature Museum. The meetings were held in the morning and afternoon (starting at 9 a.m. and 1:30 p.m.) to accommodate participant availability. The Corridor Planning Committee was in attendance, as well as the following Task Force Groups: Transportation, Park Users & Environment, Business & Institutions, South Residential, Central Residential, and North Residential.

The Chicago Park District provided an update regarding the ongoing Lakefront Trail improvements on South and North DuSable Lake Shore Drive. In general, based on public input, they are creating where feasible separate paths for pedestrians and cyclists.

The North DuSable Lake Shore Drive presentation provided a recap of Task Force Meeting #4, the overall study process and the initial range of alternatives. This included the 2040 No-Action alternative, which indicates that with no additional improvements, NDLSD will be capacity constrained south of Irving Park Road, with the most heavily used segment (autos and buses) between Michigan Avenue and Fullerton Parkway. The No-Action will be used as a benchmark for all the "build alternatives."

Four major categories of "build alternatives" were also presented: Context Tailored Treatments, Transitways, Managed Lanes, and Tunnels/Causeways. Within each of these categories the alternatives were defined, and the initial findings of the Phase I evaluation process were shared for TF member input. For the alternatives that are recommended to be carried forward, additional refinement is expected based on continued technical analyses and stakeholder input. This will be followed with additional alternative evaluation, referred to as the Level 2 Screening process. An example of the Level 2 screening process was demonstrated.

After a short question and answer period followed by a break, the presentation continued with an update of the Chicago Avenue junction area last presented at TF Meeting #4 held in December 2015. This was followed by the presentation of additional junction concepts for the Michigan Avenue, LaSalle Drive, Fullerton Parkway, Montrose Avenue, Wilson Avenue, and Lawrence Avenue junctions. Over the past year, the project team has focused their efforts on refining and combining the various junction concepts to best address the project Purpose and Need, as well as providing park access improvements for all users. In addition, there was continued discussion about shoreline protection needs that would reduce the risk of future flooding of both North DuSable Lake Shore Drive and the Lakefront Trail.

Before and after the meeting, TF members could view junction and shoreline exhibits as well as ask questions of the Project Study Group (IDOT, CDOT, CPD, and CTA) and the project team.

Task Force meetings #4

The North DuSable Lake Shore Drive Project Task Force members were invited to attend a session on December 8th, 2015 at the Chicago History Museum. The following Task Force Groups were represented: Transportation, Park Users & Environment, Business & Institutions, South Residential, Central Residential, and North Residential. Also in attendance was the Corridor Planning Committee. Two identical 2.5 hour sessions were held in the morning and afternoon (starting at 9 a.m. and 1:30 p.m.) to accommodate participant availability. The presentation provided a recap of Public Meeting #2, the project's Purpose & Need and the federal Environmental Impact Statement process. The presenter reviewed the alternatives development and evaluation process and introduced the travel demand modeling work needed for this process. The project team shared the toolbox of plan elements that are being explored including junction treatments, transit treatments, non-motorized travel considerations, and shoreline considerations. The project team also focused on a Case Study incorporating these elements at the Chicago Avenue junction. There was a question and answer period during and after the presentation.

Task Force meetings #3

All Task Force members were invited to attend either a morning (9 a.m. - 12 p.m.) or afternoon (2 p.m. - 5 p.m.) session on April 10th at Cafe Brauer, located in the Lincoln Park Zoo. These sessions included the Corridor Planning Committee, Transportation, Park Users & Environment, Business & Institutions, South Residential, Central Residential and North Residential Task Forces.

Each session began with an identical presentation. The presentation provided a recap of Task Force Meeting #2 and an update on the draft Purpose & Need Statement. The presenter explained the alternatives development and evaluation process. There was a question and answer period during and after the presentation.

Additionally, participants were given instructions on how to proceed with the transportation alternatives workshop. As part of the workshop, aerial and elevation view exhibits for the entire project corridor were made available to participants allowing them to sketch or describe their ideas for improving North DuSable Lake Shore Drive. As part of completing the worksheet, participants denoted which mode of travel the idea reflected, as well as which of the Purpose & Need categories their solution would address. Additionally, an online mapping application was introduced that provides an opportunity for comment.

Finally, there was an area where TF members could ask questions and provide comments about the draft Purpose and Need Statement. In total, there were 97 Task Force members who attended, as follows:

Task Force meetings #2

The Corridor Planning Committee, the Transportation, and the Park Users & Environment Task Forces had meetings on February 3rd at the Chicago Metropolitan Agency for Planning. The Business & Institutions and the South Residential Task Forces had meetings on February 4th at 541 N. Fairbanks. On February 6th the Central and North Residential Task Forces meetings were held at the Uptown Library.

Each task force group received the same presentation covering the project process, the first round of task force meetings, the draft Problem Statement and the Purpose & Need outline. Participants had an opportunity to provide feedback on the draft Problem Statement in an open discussion format. After the Purpose & Need Statement outline was presented participants were asked to work with a facilitator & note-taker in small previously-assigned breakout groups to provide their input. After the breakout sessions, the note-taker reported out the information from each group. The meeting concluded with an update on next steps and final questions were addressed.

Task Force meetings #1

As outlined in the Stakeholder Involvement Plan (SIP) the NDLSD project established seven task forces; Transportation, Park Users, Environment, Business & Institutions, South Residential, Central Residential and North Residential. The Transportation, Park Users and Environment Task Forces met on October 30th at the Chicago Metropolitan Agency for Planning. The Business & Institutions and the South Residential Task Forces met on November 5th at 541 N. Fairbanks. On November 7th, the Central and North Residential Task Forces met at the Uptown Library.

The same presentation covering the project background, public involvement process, project environmental processes and existing conditions was given to each task force. After questions were addressed, participants worked with a facilitator in small, previously-assigned breakout groups to discuss the problems on the North DuSable Lake Shore Drive corridor. The small groups were asked to identify five priority issues to include in the project problem statement and report to the larger group. All of the meeting materials and the Problem Statement submittals by each task force can be found below.

General Task Force Information

This Stakeholder Involvement Plan identifies the need for seven Task Forces to address the multitude of community needs for this project. While each Task Force focuses on specific areas of expertise, all relevant information will be shared as many of the issues surrounding this project are interrelated. Participation in these task forces will come from elected official recommendations, stakeholder recommendations and general citizen interest.

  • Environmental Task Force - This task force will be comprised of representatives involved with historic preservation, environmental organizations, water quality concerns and the Great Lakes, landscape architecture, wildlife organizations and parks. This group will focus on concerns dealing with park land, habitats, beach area, and water impacts.

  • Transportation Task Force - This task force will include representatives from CTA, Regional Transportation Authority (RTA), Chicago Metropolitan Agency for Planning, bicycle and pedestrian organizations, emergency responders, North Shore representation selected by the 9th District of the House of Representatives, and commuters. This group will focus on North/South movement on NDLSD itself including circulation and access points.

  • Park Users Task Force - This task force will be comprised of bicycle clubs, running clubs, sporting organizations, boating organizations, bicycle and pedestrian organizations, etc. The group will focus on park access issues, neighborhood-specific concerns, and park and beach issues.

  • Business and Institutions Task Force - This task force will include business organizations, tourism agencies, area hospitals, universities, and education facilities. The group will focus on traffic movement and accessibility issues as well as other concerns affecting their operations.

There will also be three Geographic Stakeholder Task Forces.

  • Grand Avenue to Diversey Avenue Task Force - This group will be comprised of residents and stakeholders addressing issues from this section of the NDLSD project, including the 2nd, 42nd and 43rd wards.

  • Diversey Avenue to Montrose Avenue Force - This group will be comprised of residents and stakeholders addressing issues from this section of the NDLSD project, including the 43rd and 44th wards.

  • Montrose Avenue to Hollywood Avenue Task Force - This group will be comprised of residents and stakeholders addressing issues from this section of the NDLSD project, including the 46th and 48th wards.
